2020년 11월 10일 아제르바이잔, 아르메니아, 러시아 사이에 서명된 3자 선언문은 아르메니아와 아제르바이잔 간의 거의 30십년 동안의 무력 분쟁을 종식시킬 수 있는 근거를 만들었다.

이 협정의 이행을 통해 모든 군사활동이 중단되고 아그담, 칼바자르, 라친 지구가 아제르바이잔으로 귀속되었다.

11월 10일 성명은 또한 UNHCR의 감독 하에 내부 실향민 (IDP)과 난민을 그들의 집으로 돌려보내는 것과 관련된 중요한 조항도 포함하고 있다.

또한 본 협정은 이 지역의 모든 경제 및 교통 연결에 대한 장애물을 제거하고 아제르바이잔 본토와 나흐치반 자치 공화국의 연결을 포함하여 아르메니아와 아제르바이잔 사이의 사람과 차량, 화물의 안전한 이동을 보장하는 것을 계획하고 있다.

3자 선언문에 따라 아르메니아와 아제르바이잔의 협정 이행을 감시하기 위해 러시아 연방과 터키의 공동 감시센터가 설치된다.

러시아 연방과 터키 공화국은 이웃 국가로 위에서 언급한 협정의 보증인으로서 중요한 역할을 하며, 이 협정의 이행은 남코카서스 지역의 오랜 평화와 안정을 보장할 것이다.

평화•재활•재건 활동을 지속하고, 내부실향민 및 난민 반환 등 도움이 필요한 이들에게 인도적 지원을 하는 것이 절대적으로 우선돼야 한다. 이를 위해 아제르바이잔은 1991년 인도주의적 지원에 관한 유엔지침원칙을 철저히 준수하여 ICRC, UNHCR 및 기타 유엔기관 등 관련 국제 파트너와 협력할 준비가 되어 있다.

아제르바이잔은 아제르바이잔 공화국의 나고르노-카라바흐 지역에 거주하는 아르메니아 출신 주민들을 자국의 정치, 사회, 경제 공간으로 재통합시키기로 결의하고 있으며, 그들의 인종, 종교적 제휴에 관계없이 아제르바이잔의 모든 시민들과 동일한 권리와 자유를 보장하고 있다. 이러한 점에서 아제르바이잔 공화국 헌법은 확고한 법적 틀을 제공한다.

아제르바이잔의 주권 및 영토 내에서 서로의 안보, 민족 및 종교적 정체성에 대한 존중을 바탕으로 분쟁 지역의 아제르바이잔인과 아르메니아인 거주자들의 평화로운 공존이 최종적으로 보장되어야 한다.

아제르바이잔은 평화적 공존을 회복하는 단계인 재건 및 재활의 무대인 새로운 분쟁 후 단계로 접어들고 있다. 개발과 협력을 위한 새로운 기회들이 나타나고 있다. 아제르바이잔은 파트너들에게 새로운 유망한 현실을 평가하고 활용할 것을 요구한다.

The trilateral statement signed on 10 November 2020 between Azerbaijan, Armenia and Russia has created a ground for putting an end to the almost three-decades-long armed conflict between Armenia and Azerbaijan.

The implementation of this agreement ensured the cessation of all military activities and the return of the Aghdam, Kalbajar and Lachyn districts to Azerbaijan.

The 10 November Statement also contains an important provision related to the return of the internally displaced persons (IDPs) and refugees to their homes under the supervision of the UNHCR.

The agreement also envisages the removal of obstacles to all economic and transport links in the region and guarantees for the safe movement of persons, vehicles and cargo between Armenia and Azerbaijan in both directions, including the connection between mainland Azerbaijan and its Nakhchivan Autonomous Republic.

Under the trilateral statement, the Joint Monitoring Center of the Russian Federation and Turkey will be established to monitor the implementation of agreements by Armenia and Azerbaijan.

The Russian Federation and the Republic of Turkey as neighboring states play an important role as guarantors of the above-mentioned agreement, implementation of which will ensure long-overdue peace and stability in the South Caucasus region.

Sustaining peace, rehabilitation and reconstruction activities, providing humanitarian assistance to those in need, including returning IDPs and refugees, should be an absolute priority. To this end, Azerbaijan is ready to work with relevant international partners, including ICRC, UNHCR and other UN agencies as well as individual States, which are willing to contribute to peace and stability in the region, in full compliance with the UN Guiding Principles on humanitarian assistance of 1991.

Azerbaijan is resolute to re-integrate its citizens of Armenian origin residing in the territories of the Nagorno-Karabakh region of the Republic of Azerbaijan into its political, social, economic space, guaranteeing the same rights and freedoms with all the citizens of Azerbaijan regardless of their ethnic, religious affiliation on an equal and non-discriminatory basis. The Constitution of the Republic of Azerbaijan provides a solid legal framework in this regard.

Peaceful co-existence of Azerbaijani and Armenian residents of the conflict-affected territories based on respect to each other’s security, ethnic and religious identity within the sovereignty and territorial integrity of Azerbaijan must and shall be finally ensured.

Azerbaijan is entering a new post-conflict stage, a stage of reconstruction and rehabilitation, a stage of restoration of peaceful co-existence. New opportunities for development and cooperation are emerging. Azerbaijan calls upon its partners to assess and take advantage of the new promising realities.
